Deptford nightclub can reopen after ‘sex attacks’ led to closure
LEWISHAM council has agreed to let a nightclub reopen after it was temporarily closed over alleged sex attacks.
Dokis Lounge, which was formerly the Star & Garter pub on New Cross Road, had its licence suspended in July after a woman was allegedly attacked inside the venue.
It is claimed the incident took place at 4am, despite the bar only being licensed to operate until 1.30am.
Another spiking-enabled sexual assault is also said to have taken place at the venue in June last year.
Lewisham Council’s Licensing Committee temporarily suspended the bar’s licence in July due to the venue being ‘associated with serious sexual offences endangering women and girls’.

Explaining its reasons for suspending the licence, the council’s committee said: “The alleged offence was an extremely serious, violent one, which after it took place at the premises, was followed by further offences against that individual reported on the same night.
“The evidence from the police was that this was potentially the second raping/ spiking suspected at this venue, the previous one occurring in June 2024.
“There is evidence of major breaches in the licensing conditions in that the alleged offence took place at 4.00am, when the premises should have closed at 1.30am. Also, it appears that alcohol was served to an already drunk person.
“The evidence from the police is that they had objected to a Temporary Event Notice on the basis that the venue had previously held unlicensed music events.
“The venue is associated with serious sexual offences endangering women and girls and that the licensing objective of preventing crime and disorder has been undermined.

“The Committee considered modifying the licensing conditions; excluding the sale of alcohol from the scope of the licence and removal of the designated premises supervisor, but, in the circumstances, none of these steps provided an adequate interim remedy.
“The Committee recognised that the practical implication of compliance would be the licence holder would not be able to run the business, but the costs consequences did not outweigh the need in the circumstances to suspend the licence.”
However, the premises licence holder – Paul McGowan – successfully appealed against the decision, arguing the committee’s decision was unfair as the alleged offences had not been proven.
Lewisham Council and Mr McGowan’s legal representative have now agreed to a set of new licence conditions, which mean the bar can reopen.
The new conditions include a new CCTV system, staff training and the replacement of the previous Designated Premises Supervisor.
A spokesman for Mr McGowan said the venue hopes to reopen soon.
Although the interim suspension has been lifted, the venue’s licence could be removed again if the bar loses its appeal hearing at Bromley Magistrates Court on January 15.
